AAP National Convener and Delhi CM Arvind Kejriwal presented the MCD report card to the media, comparing the statistics of various sectors under the MCD and Delhi government.

The report highlighted the loopholes of the MCD across education, healthcare, sanitation, and other significant domains.

Addressing a media conference, CM Kejriwal said that there are two models of governance in front of the people of Delhi, and they have to decide which governance model is right for Delhi and the nation.
The Governance Model right for Delhi and the Nation
CM Arvind Kejriwal said, “First, I would like to put forth a difference in the education levels in primary schools of the MCD as well as the Delhi government senior secondary schools. Whereas on one hand, the MCD has shut down 109 schools in the last nine years, the Delhi government has opened 20,000 new classrooms in their schools in the last five years. This equals setting up an infrastructure for around 500 new schools.”

“The strength of the MCD schools in the last nine years has gone down by 2,50,000. The strength of the MCD schools in 2011-2012 was 9,85,000, that went down to 7,32,000 in 2018-2019. Parents started pulling their wards out from these schools because the condition of the MCD schools was worsening in the last few years.
The same trend can be noted with the decreasing strength of private schools in Delhi, as parents are pulling their wards out from private schools and admitting them in government schools. The infrastructure of the MCD schools is such, that in an age when the nation wants to compete with other nations across various sectors, we still witness students in around 100 MCD schools sitting on the floors,” continued Kejriwal.

Kejriwal then added that the Delhi government schools are providing “better infrastructure than private schools in the city, with swimming pools, lifts, sports grounds, and complexes”. He continued, “According to a recent study, around 74% of students completing education till 5th standard from MCD schools, cannot read a simple text from their Hindi textbooks. On the other hand, the passing percentage of the 12th standard students of the Delhi government schools is 96% this year, more than the private schools where the passing percentage is 93%. This is the difference between the AAP model of governance and the BJP model of governance.”
On Sanitation and Cleanliness
Addressing the issue of sanitation and cleanliness in Delhi, he said, “The BJP and the MCD have made Delhi the garbage capital of India, with open dhalaos and dumps of garbage across every nook and corner of the city.
This is a matter of shame for Delhi, that Delhi is rated at the bottom position in the BJP’s Swachh Bharat Mission, with Delhi MCDs rated amongst the bottom 10 of the 49 largest cities for cleanliness by Government of India in December 2019.”
CM Kejriwal also highlighted the huge inconvenience that the garbage dump in Ghazipur is causing to the people of Delhi. “The biggest gift of the BJP to Delhi is the garbage and waste mountain in Ghazipur, which is expected to cross the height of the Taj Mahal in Agra. According to the Supreme Court, the landfill will have to be marked with red lights on top to warn air traffic flying above the dump. What is more worrisome is the fact that only 40% of the garbage in Delhi is processed.”
“80-90% of toilets built by MCDs do not have water or electricity facility, no security or maintenance staff. Most of them often remain locked. In comparison, the Delhi government’s DUSIB has built and ensured good maintenance of 20,000 community toilets built between 2010 and 2018,” he added.

Corruption in Municipal Corporation of Delhi
CM Arvind Kejriwal said the corruption in the MCD is highly prevalent. “Everybody knows that the real full form of MCD is the ‘Most Corrupt Department’. The department has the most corrupt officials. And I am not the only one saying this without any relevance or proof. Recently when BJP leader Vijay Goel was asked to speak on the matter of corruption in the MCD, he said, “Aap mujhse kahoge MCD kaisi hai. Mein kahoonga chor hai. Mujhe koi inkar nahi hai.” Is this something to be proud of? The MCD has been under BJP for the last 15 years and it has done nothing to eliminate corruption from the department. The people of Delhi have voted you in power for three consecutive terms, and you are still unable to address the issue of corruption seriously. Data also states that only 17 of the 230 engineers in North MCD do not have a charge sheet filed against them,” he said.

CM Kejriwal revealed the figures of a recent audit carried out by the internal audit agency of the MCD itself. As per a recent internal audit released by MCD’s audit unit, South MCD has Rs. 1,177 Crore outstanding arrears of property tax. And we know why there has not been a single attempt to recover the amount. The North MCD’s chief auditor has found Rs. 3,299 Cr of financial irregularities.
Thousands of advertisement hoardings and cell-phone towers are operating across entire Delhi, of which MCD has no record. MCD is the only local body in any major city in India that has failed to pay salaries to its staff – sanitation workers, teachers, and engineers. This is despite the fact that the Delhi government has increased its MCD allocations by Rs. 1322 crores in the last five years – from Rs 3345 Cr in 2013-14 when Congress was in power, to Rs. 4667 Cr in 2017-18.
The AAP Model of Governance
CM Arvind Kejriwal said that the AAP government has been the most honest in the nation. He said, “We initiated the doorstep delivery of services. Whereas people had to earlier stand in long queues and pay corrupt officials to get their work done, they will now be able to access services in the comfort of their homes. The AAP has been saving funds in all the infrastructural projects carried out recently. The Wazirpur flyover which was to be constructed for Rs. 300 crores, has been constructed only for Rs. 200 crores. A recent CAG report found the AAP Delhi government to be the only government across India to have a budget surplus for all the five years. They also said that before the AAP government in Delhi, the budget was always in a loss.”
In the healthcare sector, Mr. Arvind Kejriwal said that no additional dispensary in the MCD hospitals has been constructed in the last seven years, with only one hospital added to the list of existing hospitals in the city.
“Most of the MCD dispensaries and hospitals are poorly maintained, with no availability of medicines, missing roof tiles, falling wall plasters, dirty corridors, and toilets, etc. In the last three years, the combined health budget of all the three MCDs has reduced by Rs. 97 Crores. On the other hand, the Delhi government has added 450 new mohalla clinics and 26 polyclinics in the last five years. The number of hospital beds has increased from 7,200 to nearly 10,000 and the construction of three new government hospitals is nearing completion. All mohalla clinics are air-conditioned with state of the art facilities and hygienic environment, which is appreciated across the globe. The health budget in Delhi has increased from 3,500 Cr to 7,500 Cr in the last five years,” he said.

BJP’s Hollow Promises
Talking about the promises made by the BJP before winning the MCD elections, CM Kejriwal said, “I believe not even one of them has been fulfilled in the tenure. The BJP promised to make MCDs dhalao free within three months of their election, which has not happened yet. They promised to eliminate corruption from the official departments, which has not happened yet. They also promised to give social security cards to all weaker sections of the society including rickshaw drivers, feriwalas, domestic help, daily wagers, etc. The AAP has fulfilled all the promises made to the people of Delhi and even outperformed those promises by doing much more than what was promised in the manifesto. We provided free electricity up to 200 units, provided free bus rides to women and free Teerth-Yatras to elders, and these schemes were not even mentioned in our manifesto.”
Law and Order in Delhi
Speaking on the law and order situation in Delhi following the recent incidents of violence in the city, “The Delhi Police is functioning along the same lines of the MCD. There are 90% chances that the complaint will not be filed by the police in case of an emergency. You all have witnessed the attitude of the Delhi police in the last few days when the law and order situation in the state is grave. The people now have to decide between the governance of the BJP and the Delhi Police and the governance of the AAP with improvements in the education and health sectors in the city. I hope that the people will cast their votes based on the good governance model of the AAP in Delhi. I know that the people of Delhi do not want Delhi to have the same fate as the MCDs.”

Delhi Police not at fault
“I have said this time and again, that the Delhi Police is not at fault in the law and order menace in Delhi. They are just following the orders from the above because they fear suspension from their duties. While we improved the sectors of health and education in Delhi, we did that with the improvement in the performances of the same doctors and teachers. We did not change the 55,000 teachers in schools, but they did not get the chance to perform better. The parties in the state did not have the political will to improve the existing sectors. If they are ordered to arrest the elements inciting violence in the city, they will do it, but if not, they cannot do much,” he added.
On Electricity and Water Subsidy
Strongly criticizing the BJP’s claims of providing five times subsidy on water and electricity to the people than the current subsidy by the AAP government, CM Kejriwal said, “We provide 200 units of free electricity, will they provide 1000 units of free electricity as per their claims? We provide 20,000 litres of free water, will they provide 1 lakh litres of free water? And if what they are claiming is true, they should sanction the provision of free water and electricity in Haryana and Uttar Pradesh first to gain the trust of the people of Delhi.”

AAP confident of an easy electoral win
On whether he is confident of his strength in the upcoming assembly elections and his views on the opinion polls carried out in the city, Kejriwal said, “The opinion polls can notify a trend but cannot count the exact seats of an electoral party. The opinion polls are clearly showing that the people want an AAP governance model in the city, they do not want Delhi to have the same fate as MCDs or BJP. I believe that the people of Delhi have already decided to vote for AAP in the upcoming elections, we will get a huge mandate and we will see the number of seats only then.”
CM Kejriwal also said that his party’s pro-people schemes such as free bus rides, free medicines, and treatments, good education, teerth yatra, free electricity, and water, etc, will continue till the existence of the Arvind Kejriwal government in Delhi. “If the people vote for the BJP, then all these schemes will be scrapped,” he added.
“We will do whatever we can to address the irregularities in the EVM system. But as long as we have no other alternative, we will respect the mandate of the people cast through all the mediums. The full statehood of Delhi is what the people of Delhi want. This multiplicity of agencies is not favorable to anybody. I have been blamed several times regarding the completion of maximum initiatives in the last one year of my tenure, but it is because, before this, all the files used to go to the LG office for approval. The files were stuck because of political reasons, and when we got the authority of approving the files, everything including the construction of Mohalla clinics, installation of CCTV cameras, etc was completed,” said Mr. Kejriwal.
