MLA from Shakur Basti Constituency and Aam Aadmi Party senior leader, Satyendar Kumar Jain already held three ministries crucial in building up the Kejriwal Model of Development narrative – Health, Power and the Public Works. Now, Satyendar Jain has been trusted with the Water Department, another ministry at the core of AAP’s developmental agenda.
Jain’s ministries were at the cusp of AAP’s poll slogan of ‘bijli half paani maaf’ back in 2015. Now, his role will be amplified in the narrative of ‘Lage raho Kejriwal’ in the next five years. So, the new addition takes Jain’s portfolio to seven – Health, Power, Public Works, Urban Development, Home, Irrigation and Flood Control, Industries and now Water.

Revolutionizing Healthcare – Mohalla Clinics to State-of-the-Art Facility For Every Patient
Healthcare, under Jain, along with Education were the highlights of the AAP vision. Jain’s department decentralized the city’s healthcare system with 450 globally acclaimed Mohalla Clinics. Furthermore, he intends to take the number of these 360-degree primary healthcare centres to 1000 within a year into the second term. The bed strength in Delhi government hospitals is also being increased from 10,000 to 25,000.
AAP aids the primary healthcare network with Delhi’s multi-speciality polyclinics and 31 super-speciality hospitals that were revamped and amped with new machinery and better paid and trained staff. Jain’s model of healthcare doesn’t just revolve around catering to the poor. Contrary to the narrative spread by the opposition, the schemes provide for all irrespective of income status and state domicile status. Likewise, AAP replaced the concept of common wards and VIP wards with a concept of universal state-of-the-art facilities for every single patient.
The Power Play – Free Electricity with an Innovative Fiscally Prudent Design
Jain was pivotal to AAP succeeding in providing a continuous supply of subsidized and cheap electricity to Delhi’s residents. In fact, Delhi is the only city in India that offers 24×7 electricity supply with stable, affordable pricing that did not inflate in five years. Jain’s PWD and Power Ministries worked hand in hand to innovate the supply of electricity and also public lighting in Delhi.
Roping in citizens and creating an efficient ecosystem, Jain did away with electricity poles for the new 2.1 lakh street lights his department installed to eliminate Delhi’s dark corners. The system involved citizens who lent electricity to the new lights, which was automatically removed from their bills. The same households also offered the facility to the flagship scheme that will install 1.4 lakh CCTV cameras in Delhi. Jain also oversaw the plan to install 11,000 Wi-Fi hotspots, the locations for which were identified through geo-mapping.

Water Ministry and Forging the AAP Style Of Governance Promise for the Future
The promise of free water will also now rely on the ability of Satyendar Kumar Jain to execute. He also gave a glimpse of his sustainable vision with the Irrigation & Flood Control Department which is running an extensive project to revive Delhi’s disappearing water bodies. So, AAP is replenishing these water bodies through conservation. Jain’s department aims to revive 600 out of Delhi’s 1000 water bodies.
Furthermore, his PWD, in coordination with the Delhi Jal Board (water department) is aiming to tackle pilferage and loss due to leakage with new pipelines to expand the metered supply network to reach 24×7 supply, which also reduces chances of contamination.
However, the task for AAP and Jain will be an uphill task. The reforms and vision of AAP was endorsed in the 2020 mandate but keeping the good times going for Delhi’s population is what will make or break the party in the next five years. Moreover, cheap electricity and abundant water is exactly what governments strive for but fail regularly. Hence, Satyendar Jain’s strategy and innovative approach to execution will be key to AAP achieving the monumental task it has set out for.
